PC lock down / timer?

Hey all,

I'm looking for something to lock down a machine, kind of like a parental thing, during certain times of the day and week.

Anything out there anyone recommends? Free or cheap?

Can anyone recommend some software I can use to capture a movie for D2-DOS or 3DFX? I tried FRAPS but guess it won't work with anything non-DX/GL.

Also can anyone confirm the turn rate I'm seeing?
The pitch (look up/down) for me in D2-DOS and 3DFX takes about 8-9 seconds.
